This landmark treaty saw the [[Jade Imperium]] and the [[Holy Nation of Crescent]] recognize both [[Maxaen]] and the [[City-State of Haven]] as sovereign nations. Signed at the headquarters of the Caine Family Mercantile Concern and hosted by [[Rivver Caine]], this treaty became known as the Treaty of St. Kerwyn. It included provisions for the territory, governance, and military of each of the new nations, as well as setting basic fair trade laws and other necessary agreements. It was originally drafted by Magistrate [[Landor Forester]] of the Jade Imperium; each of the nations then negotiated additional terms. ==Notable Provisions== [[Dame Aelen Wyer]], head of the Church of [[Nevari]] and leader of Maxaen, requested specifically that [[Wounded Bear]] and his administration be recalled from Maxaen and that any military presence of the Church of [[Pelor]] relocate outside the (new) city boundaries. Crescent agreed, and rumor is that Wounded Bear is now head of [[The Spire]]'s Janitorial Service. The [[King of Smoke]] decreed that he would only sign the treaty if the Order of the [[Sword of Malicean]] immediately ceased any and all espionage efforts within Haven. Crescent initially pleaded ignorance and claimed that the Sword was above such things. Magistrate Forester intervened, changed the wording to remove the reference to the Order of the Sword, specifically, and Crescent's ambassador withdrew his objection. Rumor has it he sent a case of Dwarven whiskey to the magistrate's quarters as a nod to Forester's acuity; it was returned unopened. Both Crescent and the Imperium requested that they be allowed to station forces near Maxaen, in case there was a resurgence of activity in the [[Shattered Isles]]. Dame Wyer agreed, with the provision that they be restricted to naval forces and based well outside Maxaen itself. Consequently, Crescent built a small naval fort outside the City, while the Imperium found a nearby hill and stationed several airships there. The [[Gnomish Ministry of Engineering]], though the Crescent ambassador, in cooperation with the Jade Imperium, requested permission to build a [[Lightning Rail]] line through Haven.
