The College of Mages, having returned from their temporal exile, has declared themselves a sovereign nation, taking the name of the Jade Imperium. They claim as their territory the entirety of Shinn's Bay, as well as the peninsula to the south and some of the land north of it.
Territory
A large bay opening into the outer sea, Shinn's Bay shelters the most treacherous waters in Crescent - not because of reefs or rocks, but because it is haunted by the spirits called up by its namesake, Shinn the Sorcerer.
His tower, the Lighthouse at Windy Point, is an empty haunted shell, its scarlet light extinguished with the death of the Warlord.
