For centuries, the practice of arcane magic was outlawed in Crescent. On 1 Penitence, 1341, the ban on arcane magic in the Nation of Crescent was (reluctantly) repealed. The law changed at that time to outlaw the practice of "combat magic" by unlicensed practitioners. This includes basically all arcanists and clerics of deities other than Pelor. Within the Jade Imperium, of course, it has been legal since the re-establishment of that nation. Through diplomatic channels, the Imperium, together with the clergy of Nevari and Crustan, continued pressure on Crescent. As of 1370, laws against the practice of magic have been repealed in Crescent. Sorcerers are no longer underground.

That said, prejudice is a hard thing to erase, so there may still be repercussions to using arcane magic openly.

Sources of Training

There are three possible sources of wizardly training

The Jade Tower

Wizards may be trained in the Jade Tower. Any wizard trained there is a citizen of the Jade Imperium, entitled to all the protection and rights thereof. As they have been training recruits openly now for about 35 years, it's entirely possible that the character was born there.

As the Jade Tower has a no-tolerance policy towards traffic with the dead, Jade Tower wizards may not start with necromancy spells in their spellbooks, and may not specialize in the school of necromancy.

Hskk'th Clan

Kobolds may be part of the Hskk'th Clan, taught by V'raag. This training is essentially equivalent to that of the Jade Tower, and would be likely to include heavy study in the creation of magic items.

There are no school restrictions within the Hskk'th Clan.

The wizard is a citizen of the City-State of Haven, entitled to all the protection and rights thereof. However, as Haven has only recently come forward as an independent nation publicly, this protection will be nominal.

Natural Student

It is possible - though unlikely - that a naturally talented student finding a low-level spellbook might learn to cast spells that way. This training is not equivalent to that of the Jade Tower, and introduces several restrictions.

The self-taught wizard:

  • is not a citizen of the Jade Imperium or Haven
  • may not specialize in a school of magic
  • may not take an item creation feat without proper schooling (from V'raag, the Jade Tower, or similar source)
  • is proficient with all simple weapons
