Phelan is a human rogue who works for Division 7 of the Wardens of the Tower, as the group's mechanical troubleshooter.
A former circus performer specializing in acrobatics, feats of dexterity and juggling, Phelan is a jovial, friendly soul with a ready smile and a welcoming spirit.
He occasionally performs street acrobatics with Steppin' Razor.
Phelan is also one of the only worshipers of Pelor in the Wardens.
